The Resource Center on Impaired Driving officially began on August 3, 1992, with the employment of Nina J. Emerson as director. Ms. Emerson is a 1992 graduate of the University of Wisconsin Law School. She has experience working in the litigation and treatment arenas concerning alcohol-related issues. As director, Ms. Emerson started a periodic publication addressing issues unique to impaired driving, called the Resource Center Report. In addition, she has authored and co-authored numerous articles for the Wisconsin Lawyer, a State Bar of Wisconsin publication. She has also supervised research and co-authored a report on Photographic Traffic Enforcement, funded by the Transportation Research Board and published in the Legal Research Digest. Additionally, Ms. Emerson has coordinated the research for the published compilation of information on drugs other than alcohol entitled "Compendium on Drug Impaired Driving." Finally, she has served as committee chair, member, and coordinator on numerous projects and committees.

Tara Jenswold-Schipper,

Tara Jenswold-Schipper is a 1998 graduate of the University of
Wisconsin Law School. Before joining the Resource Center on Impaired
Driving in 2001, Ms. Jenswold-Schipper worked as an assistant district
attorney in Walworth County. While in Walworth County, Ms.
Jenswold-Schipper specialized in criminal traffic prosecution. As
assistant director, Ms. Jenswold-Schipper has given numerous
presentations on the impaired driving laws and has served as a member
on various committees. She has contributed to the update of A
Wisconsin Prosecutor's Manual for OWI Cases and the Wisconsin State
Patrol's OWI Enforcement Manual. Finally, Ms. Jenswold-Schipper serves
as program coordinator for the annual statewide OWI seminar for state
and municipal prosecutors.
In addition to her role as assistant director, Ms. Jenswold-Schipper is also recognized by the National Highway Traffic Safety Administration (NHTSA) as Wisconsin's Traffic Safety Resource Prosecutor. In this role, Ms. Jenswold-Schipper provides training and technical assistance to prosecutors specializing in traffic prosecution.
