2011 Wisconsin Act 32 creates Wis. Stat. 814.63(3m), 814.65(4m) and 973.06(1)(j). These statute sections require defendants appearing in court to pay for costs associated with the withdrawal of the defendant’s blood by a law enforcement agency. The court is required to impose this cost if the defendant violates Wis. Stat. §§ 23.33 (4c), 30.681, 346.63, 350.101, or a local ordinance. Wisconsin Statutes § 814.63 (3m) applies this fee to forfeiture actions, § 814.65(4m) applies the fee to municipal court fees, and § 973.06(1)(j) applies the fee to criminal proceedings.
2011 Wisconsin Act 32 also adds movie theaters as an exception to the restriction on underage drinking in places selling alcohol under Wis. Stat. § 125.07(3)(a). With this exception, movie theaters may allow underage patrons to be present in a theater that serves alcohol without being accompanied by a parent, guardian or spouse as provided in Wis. Stat. § 125.07(1)(a).
