The Resource Center on Impaired Driving officially began on August 3, 1992, with the employment of Nina J. Emerson as director. Ms. Emerson is a 1992 graduate of the University of Wisconsin Law School. She has experience working in the litigation and treatment arenas concerning alcohol-related issues.

As director, Ms. Emerson started a periodic publication addressing issues unique to impaired driving called the Resource Center Report. She has authored and co-authored numerous articles for the Wisconsin Lawyer, a State Bar of Wisconsin publication. She has also supervised research and co-authored a report on Photographic Traffic Enforcement, funded by the Transportation Research Board and published in the Legal Research Digest.  Additionally, Ms. Emerson has coordinated the research for the published compilation of information regarding drugs other than alcohol entitled "Compendium on Drug Impaired Driving." She also authored the chapter "The Legal and Prosecution Perspective of Drug Impairment," Medical-Legal Aspects of Abused Substances, Lawyers & Judges Publishing Company, Inc. 2005.

In 2005, Ms. Emerson received the Mothers Against Drunk Driving Difference Maker Award, and she is also the recipient of the Addiction Resource Council 2009 Professional Service Award. Ms. Emerson has served as committee chair, member, and coordinator on numerous projects and committees.

Ms. Sherman joined the Resource Center as coordinator for the Wisconsin Alcohol Policy Project on January 3, 2010. She has worked on alcohol related policy issues since 2001, first at the American Medical Association’s Reducing Underage Drinking through Coalitions project and later as national field director for the Center on Alcohol Marketing and Youth at Georgetown University. Most recently she worked at the Wisconsin Clearinghouse for Prevention Resources where she provided technical assistance to communities and coalitions on preventing and reducing underage drinking.

Before beginning her alcohol policy work, Ms. Sherman worked for the Wisconsin Legislature where she served as Director of the Assembly Democratic Caucus Staff, Deputy Director of the Senate Democratic Caucus Staff, and as an aide to members of both the Senate and Assembly.

Ms. Limbach is currently a 2L at the University of Wisconsin Law School.  She is a member of the Moot Court Board, the Student Hurricane Network, and the Environmental Law Society.  She is currently serving as an intern at the Waukesha County Courthouse for Judge Ralph Ramirez.  Prior to enrolling in law school, Ms. Limbach graduated from UW-Madison with a B.A. in political science and economics and worked as a research assistant for the State Legislature Project department of the Lucy Burns Institute and its website, "Ballotpedia."
