Congressional Research Service (CRS) Reports are issue reports by a congressional think tank that provide detailed reports to members of congress.  Direct public access is not provided by the (CRS) and the Federal Depository Library System (FDLS) does not make these reports available.   Many (CRS) reports are collected by organizations who provide access to those reports.   Standford University Social Science Research Group is attempting to bring all these reports together in one site.  Here is a link to their collection of Congressional Research Service Reports:  Archive-It.
