Course Description

This course will explore what makes for good tax policy and how and why it develops. Readings will cover tax theory, tax policy analysis and the history and politics of tax law. The course will look at tax topics such as achieving distributive justice goals through the tax code and using the tax code to conduct social policy. Students will write research papers on tax policy topics. A third credit is available for a longer and more research-intensive paper.
